JPUD RFP No. 20-001

Jefferson County Public Utility District No. 1 (JPUD or District) is soliciting for qualified consultants to develop a comprehensive utility system cost of service and rate study for its water, sewer and electric utilities.  The proposal must also include in the rate study a review of JPUD’s pole attachment fees.  The schedule for this project anticipates approximately a 6 month duration and is expected to commence on or before March 2020.

Project Description:

The broad objective of the study is to obtain recommendations for rates that adequately fund the water, sewer and electric utility operations, capital costs, and bonded debt while minimizing rates to the greatest degree possible.

The study shall be based on a comprehensive review of the JPUD’s water, sewer and electric funds and budgets, Updated Water System Plan, current fee structure, 2016 Cost of Service Study, usage data, future planned growth of the JPUD utility boundaries, and any other information deemed necessary to accomplish rate study goals.
