Dan Toepper Elected President of WPUDA

Jefferson County Public Utility District (PUD) board of commissioner’s president, Dan Toepper was elected president of the Washington Public Utility Districts Association (WPUDA) for the 2026–2027 term during the organization’s annual conference held April 29th.

Dan Toepper headshotWPUDA represents 27 not-for-profit, community-owned public utility districts supporting nearly one million customers across Washington State. The organization supports utilities with legislative and professional training efforts for energy, water, wastewater, and telecommunications services.

As president, Toepper will help guide the Association’s executive committee and board of directors to support WPUDA members’ ability to deliver reliable, affordable, and locally controlled utility services.

Toepper has served on the Jefferson County PUD Board of Commissioners since 2018. He has also served WPUDA in prior leadership roles, including secretary and vice president.

“WPUDA continues to be an amazing resource for rural utilities like Jefferson PUD,” said Toepper. “It creates a stronger voice to advocate for sensible policies that can help our neighbors back home and I am proud to be a part of its future.”

Other WPUDA officers for 2026–2027 include vice president Bruce Pollock of Cowlitz County PUD, secretary Juli Tuson of Mason County PUD No. 3, and treasurer Dave McKenzie of Skamania County PUD. Debra Lester of Kitsap County PUD will serve as past president.
